In May of 2019, Judge Andy Brigham  began the process of bringing the CASA program to Stewart County.  On September 16, 2019, the first staff person was hired part-time to work exclusively for Stewart County.  By August of 2020, Stewart County was recognized as the first expansion program of CASA of the Highland Rim by the National CASA/GAL Association.
